Green Natural Recycle, Ministry of PUPR Completing the Construction of Sadawarna Dam

The Ministry of Public Works and Public Housing (PUPR) is currently completing the construction of the Sadawarna Dam in Subang Regency, West Java with the concept of green natural recycle. The principles of environmentally-based and sustainable infrastructure are applied to the construction of the Sadawarna Dam starting from the survey, investigation, design, land (land acquisition) stages, construction, to operation and maintenance.

PUPR Minister Basuki Hadimuljono said that the development of environmentally-based and sustainable infrastructure is like the commitment of the Indonesian government in dealing with environmental issues and climate change. The development of environmentally friendly infrastructure continues to create value added and sustainable development so that the benefits of infrastructure can be felt by future generations.

"In an effort to minimize the negative impact of infrastructure development on the environment, environmental carrying capacity must be carefully calculated and optimize the development of all available regional potentials, such as how to utilize local materials, so as to reduce carbon consumption," said Minister Basuki.

In the construction of the Sadawarna Dam, the Ministry of PUPR through the Citarum River Basin Center (BBWS), the Directorate General (DG) of Water Resources, optimizes the potential function of the dam by promoting 7 green natural recycle concepts. First, during the construction phase of the Sadawarna dam, it has an independent soil mechanics and geotechnical laboratory, thereby reducing laboratory testing time, because in Indonesia there are only 2 (two) laboratories for testing commonly used embankment parameters.

Second, the Sadawarna Dam will be optimized for its function as a source of solar power plants (solar panels) so that it will not only have the benefits of food security, but also energy independence for operations. dam construction that has been completed, is calculated with the assumption that the maximum inundation area of the dam that can be used for PLTS is 5%, and 1 hectare can generate electricity potential of 1 Mega Watt (MW). The location of the inundation will later be studied and the location selected.

"Currently, the need for solar cells is being calculated. Incidentally, the current utilization as an operational supply is around 70 thousand Watt, but in the future it will not only be internal but also external," said Head of BBWS Citarum, Ministry of PUPR Bastari.

Sadawarna Dam dams the Cipunagara River Basin which has a length of 137 km flowing from Mount Bukit Tunggul in the North Bandung Mountains and empties into the Java Sea, precisely in the northern region of West Java. With an inundation area of 695.61 hectares, the flow of this dam also has the potential to drive a turbine which is converted into electrical energy of 2 MW.

Third, the Sadawarna Dam will be equipped with a small reservoir as a runoff water management system by adopting the concept of a natural pond for water treatment. This natural pond will later meet the water needs in the facility environment for the UPB dam with natural water management treatment using chambers to capture runoff water to be filtered and deposited biologically and then at the bottom of the pond using under gravel treatment. The water in the pool will then be pumped up into the water tower at a height of 7 meters to be channeled into buildings and houses by gravity and runoff water will return to the chamber and pool.

Fourth, the main embankment of the Sadawarna Dam will be equipped with geomet and thick grass will be planted for downstream handling of the dam so that it is more natural. The dam, located in Sadawarna Village, Cibogo District, Subang, is designed to have a dam height of 40 meters with a length of 933 meters and a peak width of 10 meters.

Fifth, support in promoting environmentally friendly and sustainable principles is also carried out by preparing green belt corridors along the ring road access which will later be managed by the surrounding community in a dam care community forum and as a guide from IPPU and licensing and approval from BBWS Citarum, Ministry of PUPR. along 21.3 km to be able to plant productive perennials so that the harvest can be felt by the surrounding community. In addition, trees are also planted in landscape areas such as baobab, abar, moringa, Gayami Bodhi, jengkol, harp, mango trees of all types in Indonesia.

So the function of the green belt is not only to beautify from an aesthetic and landscape point of view, but also to absorb carbon. Furthermore, an integrated green belt management is also carried out as a conservation effort while increasing the economy of the local community without disturbing the main function of the dam as a water reservoir. The prepared green belt area is 93 hectares by planting trees with economic value including mango, jackfruit, avocado, matoa, petai, duku, longan, soursop and jengkol.

The sixth and seventh green natural recycle concepts are the construction of spillway ornaments and dam supporting buildings by prioritizing ornaments of local cultural arts, such as cleavers, julang ngapak and leuit batu curie houses in several dam supporting facilities including management offices, material warehouses, generator houses, houses of worship. , parking area, plaza, official residence, viewing post, nursery house, main gate, Tugu Kujang, and pier.

The Sadawarna Dam was built since the start of the contract in November 2018 with a total APBN cost of IDR 2 trillion. The construction is divided into two packages, the first package is carried out by Joint Operations (KSO) PT. Wijaya Karya – PT Daya Mulia Turangga – PT Barata Indonesia with the progress of work until July 4, 2022 of 93.76% and Package II being carried out by KSO PT. Nindya Karya – PT Adhi Karya with progress reaching 87.50%.

With an effective carrying capacity of 41.03 million m3, this dam has the potential to reduce flood discharge during the Q25 return period of 535m3/s to 202 m3/s which is traversed by the Cipunagara watershed with a flood capacity of 26.90 million m3. The water reservoir function is also prepared to supply raw water of 1.20 m3/second for Subang, Indramayu, and Sumedang Regencies.

The Sadawarna dam also has the potential to supply irrigation for an area of 4,284 hectares in Subang (2,517 ha) and Indramayu (1,767 ha) regencies. It is hoped that the supply of irrigation water from the Sadawarna Dam can help farmers increase their planting intensity when compared to the rain-fed method which is only once a year.
