Considering the further inputs from RVO, the Consortium held a meeting on 4 February 2021 through Teams Meeting to divide the work force and to discuss more on the execution of Welang River Master Plan. In this meeting (and several subsequent planning meetings), the intention of simplifying the project was discussed: a more focussed involvement of experts, a modular approach and clear delegation of tasks to task managers. After two meeting with the agenda to gather input and insights, a third meeting was held on 13-14 January 2021 in the SDA-EJP’s office to further discuss the workplan. In line with the earlier discussions on accelerated implementation of priority interventions (to meet D2B and Indonesian budget deadlines), five priority topics were picked based on further studying of the issues: downstream flooding, brick-making industry, upstream retention and conservation, origins of floods and intervention toolbox analysis.
At this stage, the SDA-EJP through General Planning Department created a Task Force, consist of 9 young staff from the office to assist the Consortium in executing the Master Plan.

This first meeting was held to officially introduce the Welang Master Plan project to the stakeholders in East Java. The meeting was organized by Foreign Affairs Office of East Java Provincial Government on 1-2 December 2020 in Pasuruan Regency. The main focus of this meeting was to inform the intended stakeholders about the coming Welang Master Plan project and how it was a part of the Indonesia-Netherlands collaboration in East Java. This meeting was a high-level meeting to strengthen the collaboration between Indonesia and the Netherlands.
The meeting in December 2020 invited all relevant stakeholders from the three administrative areas to inform and invite them in collaborating through the overall process of Welang Master Plan project development.
